M2 metro to Yenikapı or funicular to Kabataş, then ferry or Marmaray to Üsküdar, then M5 metro to Bulgurlu and a short taxi.

Direct taxi across the Bosphorus Bridge.
Walking sections
About 10 minutes total, mostly inside stations.
The final climb from Bulgurlu up to the tower is steep with no comfortable pavement, so plan a taxi or local bus for that leg rather than walking it.
